Nigeria's Colleges of Education Now Award Bachelor's Degrees in Major Reform

The Nigerian Federal Government has launched the Dual Mandate Policy for all Federal Colleges of Education (FCOEs), following the passage of the Federal Colleges of Education Act, 2023, signed by President Bola Ahmed Tinubu. This landmark legislation, announced by Folasade Boriowo, Director of Press at the Federal Ministry of Education, allows FCOEs to award both the Nigeria Certificate in Education (NCE) and Bachelor’s Degrees in Education, revolutionizing teacher training in Nigeria.

During the policy’s rollout in Abuja, Education Minister Dr. Tunji Alausa hailed it as a transformative move. “This is a game-changer for teacher education. The Dual Mandate empowers FCOEs to produce highly skilled educators by offering both NCE and degree programs, improving access and elevating classroom instruction nationwide,” he said.

The Act permits all FCOEs meeting National Universities Commission standards to implement the Dual Mandate, ensuring inclusivity for institutions regardless of when they were established. This policy equips teachers with advanced skills to meet modern educational demands and provides an alternative pathway to earning Education degrees outside universities.

The initiative tackles several issues, including declining enrollment, the need for university affiliations, and institutional relevance. It also grants FCOEs greater autonomy in designing curricula to address emerging trends in teaching.
Dr. Alausa underscored the policy’s significance, stating, “A nation’s progress depends on its teachers. This reform strengthens our education system by ensuring teachers are well-trained and ready to inspire.” The Dual Mandate is a critical step toward enhancing Nigeria’s educational landscape.
